Costs vary depending on the pool type, quality of the cover, how long it is left open per day and how long the pump is cycled per day. They can even be controlled remotely using a Wi-Fi connection.

If your security option is a cover it will be necessary to have something to anchor it to. The most practical being a terrace.
A security option is obligatory under current AFNOR regulations, and must comply with the NF P 90-308 code. You need to state what type of security you are going to use when you make your application.
